BAYWARI MORIS FOUND SECURES AILEU INFRASTRUCTURE PROJECT: REMEXIO ROAD REHABILITATION VALUED AT USD 458,985 LAUNCHED
DILI – The Government of Timor-Leste, through the Ministry of Public Works (Ministério das Obras Públicas/MOP), has officially signed a contract for the rehabilitation of a rural road in Aileu Municipality. The project is valued at USD 458,985.27 and is aimed at improving connectivity in the mountainous Remexio area, which has long faced transportation accessibility challenges.

The contract was signed in Dili by Minister of Public Works Samuel Marçal and the Director of Baywari Moris Found, Unipessoal, Lda, Alcino Menezes. The scope of work covers the rehabilitation of the Aicoarema–Rileu road segment, approximately two kilometers in length, passing through the sucos of Karhili and Fadabloko.
High-Standard Infrastructure Delivery Requirements
The project sets strict implementation standards, reflecting the government’s increasing focus on quality and reliability in rural infrastructure development.
The contractor is required to:
- Complete all works within 12 months from the commencement date.
- Ensure full compliance with the technical specifications outlined in the Bill of Quantities (BoQ) without deviation.
- Carry out a post-completion maintenance period as part of the contractual quality assurance framework.
These requirements emphasize not only timely delivery but also long-term durability and performance of the infrastructure.
Direct Impact on Mobility and Local Economy

Road conditions in the Remexio area have historically limited economic and social mobility. The rehabilitation of the Aicoarema–Rileu road is expected to deliver direct benefits, including:
- Improved transportation of agricultural products to markets
- Enhanced mobility between rural communities
- Better access to essential services such as education and healthcare
In addition, the project is expected to generate short-term employment opportunities for local communities during the construction phase.
